Plot bunny in need of a home.
Plot bunny for the Torchwood radio play House of the Dead.
So the Cardiff end of the Rift is no more, however...
The Rift is a rip in space and time - one end is fixed (Cardiff Bay +/- 5 miles), the other is wandering in a seemingly random progression across the universe. The alternative is that there are many access points to the Rift, fixed in various times and locations, but they may not be open all the time. From the s2 Torchwood web page, part of Tosh's information on the Rift.
So the other end is somewhere out there in time and space, which is pretty much where Jack was heading after this.
So the bunny - Jack has left Earth looking for the other end of the Rift and another chance to see Ianto. Question is will he find him, how long will it take and can he get Ianto out of the Rift?
