Title: Deals with the Devil.
Characters: Owen, Bilis, Tosh.
Rating: pg13
Warnings: canon character death – as per Exit Wounds. (But this is a sort of fix it.)
Summary: Bilis has a proposition for Owen.
A/N: This is part of what will be a much longer multi-part series, but it stands alone as a prequel to it. It is also set in the same 'verse as my Secrets and Hope story. The multi-part story when I eventually get round to writing it will be set after Secret and Hope.



The rising levels of radioactivity inside the Turnmill nuclear facility eventually cut out the communications.

“Tosh?” Getting no response Owen switches his ear mic off and on again. “Tosh?”

There's a hiss and a rattle from the pipes, and Owen stares as steam starts to billow from the vents. With a snarl of anger he picks up a chair and throws it at the vents. “Come on then! Do it. Come and get fucking get me!”

“Profanity achieves little I find.”

Owen turns to see Bilis Manger standing in the centre of the control room. The flashing lights on all the consoles have stilled, and the steam pouring from the vents is now motionless, hanging eerie and frozen in mid air.

Bilis smiles at Owen's confusion. “You, Owen Harper are a unique man. Neither dead or alive, even time seems oblivious to your presence.”

“And I thought today couldn't get any worse.” Owen glares at him. “You come to gloat then?”

“Far from it.” Bilis steps forward. “I've come to offer you a way out.”

“Right. You're doing this out of the goodness of your heart,” Owen says sarcastically as he backs away from him.

“Hardly.” Bilis continues to walk slowly towards Owen. “This is simply a business proposition. A job offer if you like.”

Owen looks at the vents, fear on his face, but when he speaks it's still defiant. “The answer's no.”

“I thought that might be the case.” Bilis sounds slightly disappointed. “Would you do it for Miss Sato though. Beautiful, brilliant and rather inexplicably in love with you. What would you do to save her?”

“You leave her alone you old freak,” Owen says angrily, his back now against the wall.

“I very much doubt you mean that,” Bilis says putting a hand on Owen's arm.

“What are-” Owen starts to say as they vanish, the room filling up with radioactive gases almost as soon as they are gone.

“-you doing?” Owen finishes as the suddenly appear in the Hub.

Standing on the viewing platform that runs around the top of the autopsy bay, Owen sees Jack run down the steps, dropping to his knees by Tosh's side. A moment later Ianto and Gwen join him.

“What did you do to her?” Owen asks angrily.

“I did nothing. Jack's brother on the other hand shot her.” Bilis watches dispassionately as Jack tries to staunch the blood that's staining Tosh's clothes and pooling on the floor.

“Tosh! Jack!” Owen tries to push Bilis. “I can help her, let me past.”

“They can't see you, and you can't save her,” Bilis says mockingly. “Nobody can save her now.”

“Then what's the point?” Owen looks stricken. “Why show me this?”

“Because, with your help, I can prevent this from happening.”

“How?”

“In the eyes of history and of time itself you are dead. You're the man who doesn't exist.” Bilis smiles, cold and calculating. “I can use a man like you.”

“That sounds so wrong,” Owen says, caught between disgust and desperation.

“This is my offer, in exchange for your life and that of Miss Sato, you will work for me. You will do as I say without question for as long as I need your services.” Bilis holds out his hand. “Do we have an agreement?”

“Yes.” Owen shakes his hand, his eyes never leaving the sight of Jack holding Toshiko's body and weeping. “Yes.”
