Bilis Manger knew all about the butterfly effect. How the smallest changes snowballed given time.

The time-stream rebelled if you charged in ham-fisted. It needed finesse, the patience to change a hundred inconsequential things until the weight of probability turned events to the desired outcome.

With practice you could trick time itself.

He looked at the changes plotted out in front of him knowing the result if he put them into action. He smiled, eyes cold. He knew what he wanted in return. The question was how much would Jack give for the Thames House débâcle to have never happened?

Creepy! Bilis is a master manipulator, he could do it but would the asking price be too high?

Thank you :) Bilis is very good at getting people to do what he wants. As for how high a price would Jack be willing to pay, I think given he was going to blow up the Rift with himself inside it trapping himself forever (House of the Dead) and if he was sure that the cost was only to himself I don't think he'd think anything was too high a price - even if it cost him his life. His life in exchange for Ianto and Steven's? I think he'd take it.
